Yes and why is that? Because games are big business now and publishers don't want to risk losses if they produce a game that won't sell. The biggest sellers are mostly sequels, going into the 15th iteration or more now. Console gaming makes considerably more money than PC.
With all that it is no surprise that studios won't invest millions of dollars into new franchises, especially not when they are PC only. They can't afford the risk. Big publishers like EA could afford losing some money... but they are ruled by their stockholders, which means they will do what's most profitable.
Even if you somehow coded a brilliant new game, you can't afford to get good VAs, you will have next to no marketing and sooner or later you will be forced to get investors who will then make changes to your games to appeal to a larger demographic so you can make more money.
