Killing Dragons SHOULD reward you with good-great gear, or at least the schematics for them. Killing a dragon that you the same level, or below as, feels like an accomplishment in this game. It should be rewarded as such, not with a belt the gives me +20 guard.

The loot isn't bad, some pieces can gear you up for a long time until you get proper schematics to craft your own gear. Also, the gear is always good for equipping your party members.

Since the Black Emporium is now out it is now possible to buy Dragon crafting materials there. This both helps and hurts the dragon loot issue. Though I know that my next play through will be drastically different now.
It must be leveled. I visited the BE for the first time as a level 12 KE, with 4 dragon kills under my belt, but no dragon mats in the store. Unless I was looking in the wrong place?
It's awesome that you can buy Bear Hides there, though. That will save me a ton of time when I want to buff crit, before opening Emerald Graves or EdL.
