I play him slightly differently, though I get your point completely. I do tend not to run around corners when I'm in Marksman mode, for the reason you've given.
For me, depending on the weapon, I am very happy to spam CS on mooks, mostly saving the PM debuff and clip refill of Marksman for the big bosses. I know that's not optimal in terms of DPS, but it's crazy fun with a weapon like the Striker and Cryo Ammo, if CS is specced appropriately.
I'm kind of the same way. I activate Marksman only after I know I'm in a good position to start laying down some sustained fire, or when I know the enemies are all at mid-range or farther.
I actually skip PM on the Turian Soldier entirely. The debuff you get from PM is almost offset by the fact that you are locked out of Marksman for like 4 seconds. CS has a quick cooldown and reliably staggers mooks. It doesn't have the area stagger that PM does, but it also lets you get back into Marksman quickly.
Plus, maxed CS is an incredibly underrated Barrier-stripping power. Takes away a lot of the concern for getting your dodgeless a$$ synced by a Banshee when you can strip its barriers in just a few seconds with a combination of Raider firing and CS spam.

I almost agree, but will just mention two things: the debuff counts for the whole team, so firing it at an Atlas, Prime, Scion etc will often be useful in pugs because your teammates will probably be focused on them as well, especially when the mooks have all been dispatched. Also, the reason I mentioned the Striker is because Marksman is best activated once you've achieved full ramp-up speed and are close to emptying the clip, in my experience at least, which ties in with PM almost perfectly.

I am slowly learning that Cyclonics are mostly a waste of a power amp or adrenaline mod slot on gold or plat. Everything hits hard enough that they make very little difference.

You basically just want to break the 990 Shield/Barrier threshold, through whatever combination of Fitness and Cyclonics you're comfortable with. All this really does for you is allow you to survive the entire 3 shot barrage from Scions, Primes, and Ravagers most common damage threats, and that's assuming you are at full Shields and have not been Shield Gated in the last 3 seconds.
Once you've gotten over 990 Shields, the excess, while beneficial, is of diminished value on many kits. It doesn't matter if you have 1000 Shields or 1800 Shields, the next attack will still Shield Gate you. Then the third will Health Gate you. If you don't have 990+ Shields, then you will get Shield Gated on the very first hit, Health Gated on the second, and downed on the third.

I find that 'Why do you need dodge when you can headshot and have CQC powers' works well for arguments but not so much in reality.
It pretty much works in reality. Have a geth scanner, bring a sidearm that staggers, and be careful with sync kill units. I understand that for solos it is a liability, one bad move and it ruins your solo, but for PUG games I never felt that I would be at a significantly greater risk. (ofc some kits just laugh at phantoms but that is different story)
Also, most people underestimate CS as a panic button, basically it is the dodge; ignore CS and your survivability will gretaly suffer.
When a phantom melees you, you get staggered. OK, let's say you headshot or use some power that she dodges and performs a flip. The phantom is STILL primed for a sync kill. Unless you can OSK a phantom with said power or headshot, she CAN sync kill you if you don't cover a good amount of distance in that interval.
If a phantom or pretorian can get into melee range with the geth scanner equipped then it is your fault.
tl;dr - Yes, there are other ways to escape sync kills than dodging but none of them are nearly as efficient. There is absolutely no substitute for dodge.
There is no substitute but with sufficeint caution sync kills can be avoided. As said in PUG games I do not feel that I would be synced more with fat turians compared to other kits on average.

lolwut? Why 990? It may work for Primes but AFAIK gold ravagers do 1400 damage per shot and scions 2700 on gold before the +40% damage penatly you get for being out of cover. With that math, you're still getting downed if you're dumb enough to eat 3 hits in a row.

Cyclonics aren't the best solution for Scions.
Shooting them in the face is the best solution.
That or modding them out, really.

I was merely comparing dodge with headshotting and CQC power spamming. Not the situation with geth scanner. That changes things. Geth scanner changes everything in this game. It makes things a whole lot easier.

Phantom will flip when you use CS and she will still be primed for a sync kill and there's a good chance she will. Any dodge will give you 100% guarantee. And as I said before, CS has cooldown, dodge doesn't. And on the TSol, you are using MM most of the time to have CS available.
CS is a good power but not even remotely close to dodge.
As for the last part, yes, sync kills can be avoided with sufficient caution. But no amount of caution can save you from a cloaked phantom around a corner waiting for you to get close. Ya, you can use the geth scanner but that's not the point of discussion.

Not to mention, you will get hacks and escorts where you get flanked and bum-rushed. You will get spawned on unintentionaly or by teammates nuking spawns. And if some Banshee decides to teleport next to you, no Geth Scanner will save you. With a dodge kit I can twitch avoid that and roll away most of the time. With no dodge kit, it's arm to stomach a lot of the time.

I put on a Cyclonic IV, let myself get Shield Gated, and hit Biotic Focus. It filled up just shy of halfway.
