At times, in combat, the game slow down like a bullet time (obviously, I don't mean when I'm casting AOE spells...) : but the framerate does not dip, so it does not appears to be g-card issue.
Is there an ability that cause ''bullet time'' ?

Could be a moment when the team is really in sync and you can use a focus power if your focus level is high? I believe that momentary slowdown in time is an indicator of that.

Yes.
Rogue Tempests have the "Flask of Lightning" ability.
Necromancer Mages have the "Haste" focus ability.

Happens all the time when playing my assassin archer. Freeze + hidden blades or long shot.

I used to get that sort of slowdown most of the time when Walking Bomb went off and sometimes with my Rift Mage, I always thought it was some kind of ' cinematic' thing.

Mark seemed unsure about it, so it's possible that it's not supposed to happen.
But it does happen, yes. The current thinking is that it signals detonations (from a combo attack), but surely it would happen more often if it triggered on all combos (you stop paying attention to it after a while, so it's hard to say).
One time in the Arbor Wilds, the game got stuck in bullet time. I had to save/load to get it back to normal.

I'm thinking (OK, guessing) that the window for a successful combo is shorter than in past games. Add in some opponents having resistances to stun, freeze, sleep effects, and the combos may not be firing as often as expected.

It signifies a successful cross class combo, my dwarven rogue got it constantly. It causes extra damage and can make moves like hidden blades a little OP
