So how exactly does the level scaling work?

I don't like Nature of the Beast much, so I want to "sort of" get it out of the way. I say "sort of" because I'm not going to FINISH the quest early. I want to do 90% of it right out of Lothering, but stop and leave before going to the final werewolf lair where the shadow werewolves attack you. So I'll play up until a certain point, but not actually complete it because I want my actual treaty quest completions to go in the order of Circle>Redcliffe>Haven>Nature>Paragon. But enemy levels are supposed to get locked upon entering an area for the first time. I'm worried that doing my idea will cause the boss of that treaty quest to be locked at level 7 or 8 when I come back at level 16+ later, because the werewolf den with be level scale-locked at the level I was at when I first entered it. But the werewolf den with the Lady of the Forest is separated by a load screen from the rest of the ruins, which means it might be considered another area which means it won't get locked at a low level in that case.

The monsters are locked when you enter an area as you already know.  There are 7 distinct areas in Nature of the Beast.  Nature of the Beast area level range is minimum 7 - maximum 15 in the areas outside along with upper ruin, and minimum 8 - maximum 16 inside the last 2 floors of the ruins (Undead and werewolf lair).

 

I think your plan is ok as long as you don't touch the last 2 areas of the ruins.  They should be at a higher level when you finally get there.

Yup, that'll work. The undead lair and the werewolf lair are different areas; as long as you don't jump into the pool of water, you're good.

Do you not want to go to the circle tower first, then redcliffe then the forest? I've been playing in that order as per the wiki of main quest order and my warrior is level 13 already. I know what you mean about disliking the forest though I just want to get it done quickly!
