If I had to guess I'd say it was conceptual artwork of Empress Celene, given the gown and the mask she is wearing -- she was originally planned to be in DA:O before her bit got cut and any backstory was reduced to a codex entry in Return to Ostagar.

Doubt it. That image clearly has arms. I don't get the impression that the Elven Creator Pantheon looked like your typical elves. The Mythal statues in the temple shows wings with no arms. The statues in DA:O of Fallon'Din had 4 arms.

I think that was early concept art of Flemeth. There is another with her looking like a Chasind shaman.

On the topic of the image; I think there was some speculation back in the day that it was actually a pre-blighted Architect.

That's compelling. However it is possible the concept got reused for Celene. /Or the reference is an intended callback considering Chantry/Orlais connections... if the original concept was for Andraste, that is.

I'm not sure if it's Mythal but I'm fairly certain it's not Celene. I don't think the Orlesian nobles wear face paint.

Looks more like a mask than face-paint to me, considering EVERYONE in Orlais (according to Inquisition at least) wore masks.

I went file-diving in the game assets. I then enhanced the image slightly (just some contrast to bring up the linework) and it sure looks to me like the figure is wearing a mask:

More to the point the dress she's wearing certainly is garish and the mask-staff she's holding is exactly like the one Celene has in her artwork

I took the bit on her chin to be face paint instead of a mask, and while this person's attire does look rather garish I wasn't able to really place it with anything I've seen in Orlais. That of course may be because it is just a concept that never got used, too bad we can't see the ears.
