This role is minor, I doubt he returns even if you let him go. But Alistair Parker probably voices other NPCs in the game.

Not entirely. In DAI, THE WALL is ordered/paid/whatever to ambush the noble with the objective of removing them from the Game.
This guy's after meds to help his pals.

Indeed, but still he commits war crimes by ambush and kills innocents in a caravan. While his intention may be good, to save his comrades and for his kingdom Temeria, he cannot deny that the blood of an innocents is on his hands.

He is BRIBED to do it, not "ordered" or "paid". Precision is important. He wasn't simply given a command or simply hired.
Although they do raise the question of whether his "crime" would be considered "just part of war" if Gaspard had succeeded in his bid for the Lion Throne.
