I am confused when I go to buy schematics because I can't really tell what I'm buying. How do I know what tier level it is? I don't see that anywhere. Any help would be appreciated!

On PC you can see the tier by placing the mouse cursor over the name of the schematic (small info box appears). Don't know how it works on console, though.

Level 1 is in the hinter lands, Level 2 Val Royall, Level 3 is in the hissing waste. I also got ones for Ruins at skyhold and some other places.

The Vendor in the Hissing Wastes. It has the Battlemaster armor arm and leg.
The mail arm and leg I believe I've gotten when farming Sulevin Cradle
