I found it in the tower on the island on the frozen lake in Emprise de Lion. I'm sure it's just a random RNG ( was that redundant?) drop, but hey you never know!

I've seen some pretty awesome looking weapon schematics around during my many playthroughs, but haven't seen that one before by memory. I found a staff one I really like months ago, forgot what it was called and never found it since. I'm really unlucky when it comes to schematic drops.

Booty denied... I have never, ever been able to get to this damned thing. With my luck, it has tier 3 armor schematics for all classes or some crap like that.

you have to do some tree climbing and jumping along a wall. It took me ages to figure out how to get to it, it's just a normal chest from memory.
