BF last like 20 secs if you have duration specced, if you have a relatively light load out. You can have it active and cooled down for an oh **** situation. If you spam it every time it cools down you might not see the benefit of the 6A evolution though.
They are very different ways of using it. If I spec 6a, and turn on BF, I guarantee the "Oh Hell!" moment will happen while BF is on cooldown

Because whenever movement speed comes up with other characters, everyone is in favor of more speed and getting hit less. I guess I'm asking someone to explain why shields are more important on the Cabal when she so easily gets to 1050 anyway.
Because other kits either have awesome power damage (or serious debuff) or weapons damage. She has neither. She has Turian Passives, which are good, but she can't instantly strip shields, she can't make her own biotic exposions and her own tech explosions come from ammo + PS which is slow and unreliable and not always feasable, because of range.
Her damage comes from her gun and Nighshade Blades, which are in limited capacity, only affect 3 targets, don't go trough cover and can't be used from cover. So basically you end up shooting your gun and spaming Focus for shields regen to stay alive to upkeep DPS. The other Focus evolution cause you to retreat too much.
With Biotic Shield you can eat swarmers, eat Banshee balls, time it right and ignore damage entirely.

I would say the same thing about PS. Cabal for me is zipping through enemies. There is plenty enough tanky soldiers.

Mobility is good if you kill stuff. And PS is crap at killing stuff. You need your gun to for that. And then you need shields and i-frames to use it as much as possible.

Fun, sure. But if you're leeching and being a burden on other teammates it's not fun for them. 
The only problem I have with the OP's build is taking Poison Strike to R5. I don't like the power that much, but it seems to me that if you're not going to max it for double-dash, you should only take it to Rank 3 or 4. The build is fine otherwise. I don't mind the Incisor use that much, but I think the Eagle might be a batter choice for a long-range sidearm. It can be pretty impressive with Turian stability. I usually just take the Raider though - it seems to "click" really well with the Cabal.
Anyway, I'd drop R5 of PS for more Fitness. If you don't think you need the extra health/shields, then take melee at Rank 4 in Fitness. With Biotic Focus, the Cabal's melee is extremely effective. In fact, if you max melee on the Cabal, she's pretty much unkillable on Silver. Your melee will pretty much one-shot any mook, and you can teleport all over the place chopping heads off and spamming Biotic Focus. It even works on Gold sometimes, especially against Cerberus.

Some players need credits, not everyone started the same day as you did. But - and here I'm agreeing(*) with you - once your manifest is maxed, why worry? Live on the edge, use weird builds, score 28k, wipe on the 3rd devicve on wave 3. And laugh about it. Caring about extraction is for scrubs.
(*) Note the date in your diaries, kids.
