Templars, rebel spellbinders, sellswords, and (rarely) bandits drop them. If you've already completed Templars to the West and Apostate Stronghold, you're pretty much SOL.

After a certain point one cannot complete this quest however there is a mod where you can purchase it.. and uninstall after if you wish or keep the mod. Check out : http://www.nexusmods...tion/mods/814/?
