I have been trying to romance miranda as a male shepard, but she always says she is busy when I try and talk with her.  I've played around 8 hours and have rescued jack, archangel and mordin, and she ahs only spoken to me twice.  I have some renegade but mostly Paragon, will she only romance renegade male characters?

My maxxed Paragon got along fine.

Do you get the loyalty quests by just talking with her?

Yes, it should unlock as you hit Illium.

Get all the squad members you can, Kelly Chambers will tell you (if you talk to her, which you should as often as possible) that Miranda wants to see you meaning you've unlocked the loyalty mission. also after each mission talk to Miranda, she might open up a bit more or say nothing. Also you can romance Jack extremely quickly. But you need loyalty with Miranda first.

Do you know if Kelly is a one time thing like the consort in ME1?

Kelly is a one time thing.
