Never played ME so my picks for DA are:
DAO- Zevran
DA2- Fenris (friendly)
DAI- Iron Bull (STC)

ME: Kaidan. This romance ranks somewhere among my top BW romances. I love Garrus' romance too, but Kaidan's romance tops it.
DA: This one is tricky. In DAO I prefer Alistair, but he sometimes really annoys me. In DA2 I love the Fenris romance. In DAI I like both Cullen and the Solas romance (although I'm still a bit iffy on whether I like Solas).
The Cullen romance is pretty damn awesome. But that one scene with Solas is also really, really good. And I've just started playing the Blackwall romance, and it's also really amazing. So yeah, I can't choose. At all. Cullen or Fenris, probably.

I kind of feel the same possibility. I love them both but I hope for some sort of satisfying resolution. I both trust and fear the dev team for what might come.

As for Dragon Age, I don't know if I have one all-time favorite.
Alistair for DAO, Merrill for DA2, Solas for DAI.

Solas has the best character and start of romance for the series.... but given the way it ended, I'll have to say Alistair.

DAO:
None.
Alistair: Was too whiny and too jealous.
Morrgian...I hate her
Leliana: I never did romance but I have a feeling that she'd be pretty decent, so I guess Leliana wins by default.
Zevran: I won't get into the reasons I did NOT like his M/M arc. Too much for this BSN to handle and I'd probably get hate letters for it. lol
DA2:
Isabela: She was very "go with the flow" and not whiny at all. She was like the female version of Iron bull...albeit more relate able.
DAI:
Dorian: Hands down favorite romance. He wasn't "too whiny" though the daddy issues were kinda been there, seen that. Overall, he makes for a very interesting character, romanced or not.
Followed by Cassandra.

Too hard to call for me. I don't think there was any bad pairing in DA:O, they all were amazing. ME is easier, but I didn't do some of them (never did Garrus -- I guess I missed out, he got a lot of votes above).
If I had to pick one from each:
ME: Liara
DA: Alistair ... but really, it's a threeway tie with Sera and Zevran.
I actually think the Solas romance is the most romantic of all DA, but it ends so badly I just can't vote for him.

Mass Effect: Liara only barely edges Kaidan out, because of the Shadow Broker DLC. But the butt shot Kaidan gives Femshep in ME3 just almost makes up for the utter feels of Shadow Broker. Almost.
Dragon Age: Fenris wins hands down. I still love Alistair, mind you. And the romances in Inquisition have all been yummy so far, especially Dorian's. But I think I will always, always adore Fenris too much for any of the others to come that close to winning out.

Mass Effect: Is there any answer but Garrus? That's correct at least?
Dragon Age: I only ever romanced Leliana in Origins. Hawke I never bothered and I only romanced Cassandra on my alternate Inquisitor (the one I won't use for the backstory to DA4). Haven't bothered with enough of them to make a judgement. Though, Bioware are really hit and miss at writing romantic subplots so I'm sure I'm not missing too much goodness.
