Yes you can only as Male Shepard, and you can romance her since Mass Effect 2.

In Mass Effect 2 you can. That romance can carry over to Mass Effect 3, but I believe you have to initiate it in the previous game.

For Mass Effect (whole franchise) my pick(s) are Ashley and Jack (though I agree that Jack's romance in ME 3 is not as strong)
For Dragon Age: I never completed Origins so I can't comment on that, but as for DA II- Isabella will win me over everytime regardless of my PC's gender. DA:I....I enjoyed Josephine's romance because it was just...nice. But for completeness, I'd say Cassandra and Cullen. I think Cullen is a very well-written and VERY well-acted character; his sincerity, honest, passion and vulnerability are striking and even moving at times. In contrast to that I love the progression of Cassandra's character from a blunt, brash, quiet (in terms of not saying much) character but when she does, she isn't afraid to let anyone/everyone know how she feels....To someone who *suddenly explodes* with honesty and vulnerability. Her dialogue during her early/mid stage romance plot has quite the "Wow...." factor, at least for me. It was nice to see her change from the "B**** " she was during Varric's interrogation (though I still like that attitude! LOL)
On a similar topic.....I still think that in terms of how the characters are written, Jack still stands out in my mind (and in my opinion) as one of the most intriguing, best-written characters in any Bioware game that I've played. And with her character arc from DA II to DA:I, Cassandra is right up there.....Especially the way her dialogue is written and delivered. Miranda Raison is an incredible voice actress.
The casting in both franchises...and even as far back as Knights of the Old Republic has always been nothing short of stellar.

Dragon Age: Alistair and Cullen are number one. They basically share every feature (ex-templar, awkward, blonde..), so they can share a #1 place in my heart too.

All right, after playing The Witcher 3, I would have to modify my list.
- Geralt of Rivia and Yennefer of Vengerberg.
- Morrigan and male Hero of Ferelden.
- Miranda Lawson and male Commander Shepard.
I'm a sucker for b***hy Ice Queens with a soft tender side that they reserve for their romantic partners.

Mass Effect: Jack and Garrus.
Dragon Age: Origins. MORRIGAN! Absolutely no question.
Dragon Age 2: Isabela
Dragon Age: Inquisition: Cullen or Solas. Solas feels incomplete, which is a shame. Depending on the outcome he'll likely be my favourite.
Favourite out of all? Morrigan, always man. But again, depending on Solas's outcome/plot relevance, he may be joint first. I LIKE THE DRAMAZ
Think I have a thing for strong women in my games... >.>
