Can you delete characters captured in the Keep? If so, can anyone provide step-by-step instructions? I have a ton of characters (thanks to the CC- LOL) that have been deleted from my PS4 for Inquisition, but show up in the Keep.

Yes, they just added this feature, thank goodness. 
Log into The Keep, click the icon at the top left to bring up the side menu.
Click the 'Heroes' tab.
This will bring up 3 Hero panels: Origins, DA2, and Inquisition. Click the Inquisition panel.
A whole bunch of Inquisitors should now show up, and when you click on one, there will be a red 'Delete This Hero' button on the left, underneath their biography.
