I suddenly began to wonder if the Divine is allowed to have sexual relations. Does anybody know?

If I recall, yes she is. Unless it's a Leliana who romanced the Warden, in which case she changes those laws. I'm not making that up either. I guess no one is going to stop her from having sex with her Warden, and if the laws say she can't because she's Divine now then she'll damn well change said laws.

So just to clarify, the Divine is celibate unless and until a romanced Leliana becomes Divine?

Officially celibate like most of the rest of the chantry though its optional for Templars and Seekers. There have long been rumors about various divines having a lover amongst the knights-divines.

They're supposed to be. In practice, there are rumors about previous Divines having lovers amongst their bodyguards, the Knights-Divine.

So basically, it is expected that the Divine is. An unspoken thing that of course the holy Divine is celibate, but in reality the Divine may have a backroom tussle as long as it remains backroom. Not many would dare call the Divine out as sleeping around and breaking her vow if she is being careful, simply out of the fear of her authority and the consequences if they can only bring hearsay before the Chantry as evidence.

So I'd say it is safe to assume both Leliana and Cassandra, if made Divine, still keep their paramours by their sides and behind closed doors.

Chantry officials (including Templars) are to take vows, but these vows prevent marriage, not necessarily relationships or intercourse. I think it has more to do with inheritance than with anything else.

Chastity vows are a different thing, and a matter of personal choice. As for Leliana x Dorothea/Justinia, I think Leliana made it pretty clear that they were always lovers but not in that way.

Relationships among Chantry officials are not to be made public but that's more for political, internal and religious reasons than anything. Like Andraste, you're married to the Maker, but like Andraste you also have a life down there, if I may say so.

Templars can marry with permission but its often discouraged perhaps because of the nature of a templar's job.

Supports the basic idea others have outlined.  The Chantry may not be able to put a lock on the Divine's nether bits, but she risks serious political repercussions if it becomes public knowledge.

I don't think it's safe to say that about Cassandra. She's the sort to follow the rules, even if she can get away with breaking them.

Except she doesn't. Cassandra breaks a lot of rules, especially Chantry rules. All because she believes more wholly in what she sees as right and what she puts her heart into. It isn't that much a stretch for Cassandra to keep the Inquisitor in the same place as her heart as long as it doesn't interfere with her duties. In fact, that is kind of what her romance is about.

Honestly, it is about 50/50 for Cassandra and how she feels about this, but you definitely cannot say that it's because she follows rules. No, if Cassandra leaves the Inquisitor it is because she feels it would harm or undermine her role and duty as the Divine, rather than a rule that simply says she cannot publicly claim to be intimate.
