I know that but the screen that he has shown isn't the screen that shows the details of his sword it's the character attributes . The number he has circled is the Influence level which is shown on the character attributes screen. The number he has circled has nothing what so ever to do with his sword.

Influence level gets you an inquisition perk at your war table every time it levels up. So you can get deft hands, fine tools to open all those locked doors with your rogue. Or the nobility knowledge perk so you don't have to kill Florianne at the ball (if you don't want to). Or whatever.

Ahhh... So the OP was confused (or at least, confused everyone else!) when describing what the number in question pertained to.
As has now been explained, that meter just displays how close the PC is to obtaining another Perk. They could have used a flower instead of the Inquisition's Sun/Eye/Sword symbol -- the selection of that particular graphic has no meaning to the game.
it's just the inquisition perk u will see on the war table.
