Chest changes in effect NOW. They just said that the new loot system went live yesterday afternoon.
I'll speak to the specifics of this on the Tuesday stream but the tl;dr of this is that your loot progression will be a bit smoother and if you're in the final loot tier already (details of what this means will be explained Tuesday as well) your odds of getting higher tier items has increased by about 10% but your chance of getting the low tier items has been drastically reduced.
Luke - Are there any new alternate armour sets for the existing characters coming along with the Patch/DLC? We've asked the question a few times, but it seems to be avoided

I can't speak directly to exactly what is included in Tuesday's content but I'll say that I'm hoping to address the armor value issues, especially with the Warrior base classes (if that's what you were indirectly asking)
There are Dragon fights on routine too, she just doesnt drop bonus loot on routine like she does on threatening/perilous.

We had to keep a certain amount of secrecy until the DLC was ready to be announced. We definitely enjoy chatting with the community though :-)
