No, it's terrorism if you use violence to create fear in order to achieve a political result.

A purge, by itself, is not terrorism. Celene was trying to apease the nobility, not create fear.

Words have meaning. You can't just throw them around and hope they stick.

Remember the elf we save in Florianna's bedroom. Briala set her up to be killed because she knew to much. And she likely had her other people killed as well just to gain points with the Inquisitor. So she is no better than Celene or Gaspar.

All he said was that she did it to appease the nobility, which isn't surprising since without the support of the nobility, her hold on the throne would've been that much shakier.  It was a political move on her part.

tbh, I'm not entirely sure that was the case there since she wasn't entirely sure that it was Briala who ordered her to go there.  And even if she did, I'm not sure she knew that an assassin would be in there.

 

But then, I tend to give people the benefit of doubt.  * shrugs *
