"Disruptive" is such a weasel word and needs to be defined. By taking Steam (a third party) out of the equation, shifty developers could abuse this feature to suppress dissent and negative commentary on their games. Hell, it isn't even defined whether it's only in-game actions that lead to bans. No one should ever have to stop themselves from posting criticism on a forum because they risk losing access to their games.
I see this as similar to YouTube's DMCA takedown policy. All too easy to exploit.
Valve is just leaping from fumble to fumble. I want off this ride, Mr. Bones.

Also, take note of the description. It looks more like ab extended API feature that allows games to implement their own policing rather. Which means it will be targeting behavior rather than single accounts. Quite different from a forum style ban.
Thus is a bad idea btw. Just to show that steam has turned into Games as a service.

I swear the paid mods scheme was done to make this look better by comparison. Damn Valve not even EA is that evil... and they eat children.
At least Origin allows you to play some games without having to log into it at all...
As for the topic, while this COULD be useful, it is a horrid policy that is ripe for abuse (and when it comes to angry developers it's all but guaranteed).

I can understand multiplayer bans. Though I think Valve should check each individual ban from the developer before applying it, especially when you have massive c**** for developers.

you know most of the time developers ban people from forums (silly thing), but not from the game. for obvious reasons.
it doesn't make sense to ban people who bought your game, unless they really harass other players one way or another.

Now here is the part. I think the ban implementation are based on behavioral patterns in the game but the ban itself is given to the account. Looking at the description, the implementation of policing systems gives me the impression that it is less of "troll! Here is a ban!" but more of "hex change of attributes, here is a ban to the account that did this."
Now, that itself could get reaaaaaaaally ugly

Nope, but they could ban you for modifying the source code. Which might be even implemented for products that don't want the users to mod.

Admittedly I can't imagine any AAA developer doing that, but you underestimate how petty and batshit insane certain indie developers can be.
There's the Bloodbath: Kavkaz developer who flew into a rage banned people for even mentioning Hotline: Miami on his forums since his game was an obvious derivative.

Not really... Hotline Miami-Kavkaz-Ms-paint-seizure-inducer-game dev banned a bunch of people from his forums just because they were calling him out on his shoddy business practices.
I think he's still around.
