1. Again, this is strictly specific to each game and specific to online multiplayer. Game ban will not affect launching the game in Offline Mode, nor will it affect using Steam itself.
2. At least initially, only a select number of developers will be given this power.
3. Valve retains the final say. If a developer abuses this to unfairly or falsely ban people, Valve can revoke their power.

Nope. Multiplayer only. Online only. Doesn't affect Offline Mode or the Steam client itself.

Pretty much expected. Right from release I've been reading about what a nightmare GTA V is to mod, and a recent patch pretty much broke all the mods. Whether that was intentional or not, it's clear Rockstar is Hellbent on cracking down on GTA V modding.

VAC is completely different.
A VAC ban is done by a program and it only bans when it detects cheats or hacks. You can be an ***hole or a troll, but as long as VAC doesn't detects your cheats, you'll never be banned by VAC. If other people report you of cheating or being a disruptive player, Valve will NEVER manually ban you.
Usually a VAC ban only prevents you from playing on "VAC protected" servers. That means you should still have access to single player/offline game content and other servers that aren't "VAC protected." Unless there are bugs in the system that prevent those who are VAC-banned from playing single player or offline games. Then I say those cheaters still deserve it.
However, this new "Game Ban" policy means certain developers now have the ability to decide and inform Valve to ban players from playing their games. That means no matter how carefully Valve implement this new system, there is ALWAYS room for abuse and unfair bans.
I still think if a game supports this "Game Ban" policy, it should be clearly labeled and stated on its Steam Store page. So a person would know before he made the purchase.

I don't like they can personally ban people. What's to stop them from banning someone who made a really bad review. Once you buy a game you should own it. Unless you cheat. I don't see why honestly you should be able to be banned for life from a game you own unless your cheating.

According to Rockstar, if there was any "bans" on single player mods, then it was unintentional. Here's the relevant quote:
We have always appreciated the creative efforts of the PC modding community and we still fondly remember the awesome zombie invasion mod and original GTA map mod for GTAIV PC among many other classics. To be clear, the modding policy in our license has not changed and is the same as for GTAIV. Recent updates to GTAV PC had an unintended effect of making unplayable certain single player modifications. This was not intentional, no one has been banned for using single player modifications, and you should not worry about being banned or being relegated to the cheater pool just for using single player PC mods. Our primary focus is on protecting GTA Online against modifications that could give players an unfair advantage, disrupt gameplay, or cause griefing. It also bears mentioning that because game mods are by definition unauthorized, they may be broken by technical updates, cause instability, or affect your game in other unforeseen ways.

All Valve are trying to do is outsource policing of cheating and disruptive behaviour, which as I said, is probably necessary as they're a small company with a huge catalogue. As I've highlighted throughout this thread, it is strictly for in-game activities, strictly for multiplayer games, and Valve retains the final say. Game ban does not affect Offline Mode, or access to the Steam client, activities outside the games are not valid grounds for banning, and if a developer abuses their power, Valve can revoke it.
