Cutscenes still stuttering

The cutscenes in the game still stutter, even after adding " -GameTime.MaxSimFps 60 -GameTime.ForceSimRate 60+ -GameTime.MaxVariableFps 60" to the shortcut.

 

The game itself runs fine and smoothly. Not stuttering. I get around 45-60 fps with G-sync enabled. But when a cutscene loads the fps jump around between 4 fps and 50 fps. I just don't get it.

 

Here are my specs:

 

Motherboard: Asus Rampage V Extreme

CPU: Intel i7-5280K

RAM: Crucial Ballistix Sport 32 GB, DDR4-2400

Video Card: 2x EVGA Geforce GTX 980 Superclocked ACX 2.0 used in SLI - driver 350.12

SSD: Samsung SM951 512 GB

Bluray: LG BH16NS40

Power Supply: CoolerMaster V850

OS: Windows 8.1 64-bit

 

Does anyone know what is the matter with the cutscenes in the game?

I don't think it matters what hardware you run it on. I'm on a 4790k and a 980 and my fps goes to junk during cutscenes too, even with the workaround. Pretty sure it's just how the game is.

Correct, it's not a hardware issue-this is not Crysis!  

Six months later and processes are still in bad shape -In the state DAI is now, I can't stand the clumsy behavior action for more than a few minutes -is that progress? Clearly, there are boundary condition conflicts causing this clumsy behavior and a lot goes back to object placement and QA.  Poor implementation QA processes seems to be a recurrent theme.
