I recently reached Skyhold, and I've just had the conversations with Cullen about the red lyrium quest and about him not taking lyrium anymore.
I've flirted with him every chance I've gotten!
I was wondering when you get to trigger the chess scene and first kiss scene with him?
Just go visit some random area and go back to Skyhold after the lyrium talk, it'll trigger.
is it essential player gotta be a female?
well as a male player I flattered him at Haven (Don't get wrong, I was just curious about the button) and could he really be romanced? I thought only party members can be romanced though I tried to flatter the ambassador montyliyet (Well no approval bar appears don't get too much confident in it).

He can only be romanced by either a female human or female elf Inquisitor.

He can be romanced just like any of the companions but only by a female elf and human. Males can flirt with him in Haven but if pursued by the following flirt he will turn them down as he will dwarfs and qunari females.
