A Vicious Thug done, but still active. (spoilers)

I took down the Commander and his Freemen outside the Villa, got his key, checked to make sure I picked up the related document back at the Veridium Mine.

 

Definitely Finished "A Vicious Thug"

 

Entered the Villa and completed "Corrupt General," then cleared out Argon's Lodge. Fairbanks and company greet me as if I had finished all of their related quests, but "A Vicious Thug" is still marked as active. I have made absolutely certain that I have done everything required.

 

Can I set this quest as finished using the console? All the stuff I can find on GoogleDuckHooHoo have to do with cheating/infinite gold. I'm not interested in any of that; I just wanna tie this up.

 

No I don't have a save prior to assaulting the Commander outside the Villa. I didn't notice this problem until much later on.

I set "Victims of War" as the active quest and spoke with Fairbanks. He signed on as an agent and his group moved to Argon's Lodge. I got the "Draw Out the Red Templar Lieutenant" mission, so the game appears to be working correctly now, but the "A Vicious Thug" quest is still marked as not done... even though the subsequent quests that require it to BE done are all happening.

 

Oh well.

Hmmm. I am entirely unsure if this is or was related but I remember inside the villa there was a quest where you need to collect parts of a key, once you do you need to go to a alter thing there and have a mage put the pieces back together to reform the key. Once you do there is a door that can be unlocked only by the key. Once you grab whatever in there your character will mention that they were glad to claim whatever was inside it away from the venetori since they were trying to get there hands on what was inside.
