So I talked to Fiona and gathered my party of 4 and headed up to the Guard Barracks where the marker is at only to find the door is locked, cannot be picked and I have no key...is this a bug or what?

Nevermind, I guess the solution is to just wait an ungodly amount of time and then a Venatori patrol unlocks the door and attacks you on the bridge

There should be no delay. The Venatori should appear instantly when you have picked up both party members, talked to Fiona and head back upstairs.
