I had the idea to create a village near skyhold which you can rebuild and upgrade to get income.

 

When you arrive at skyhold you get a message from cullen that the venatori burned a nearby village down and there are reports that the venatori will attack the last standing building: the chantry. You need to go to the village and after you defeated all the venatori in the city the villagers will come out of the chantry and name you the leader of the village. On that moment the fate of the city is completely in your hands. you can rebuild and upgrade buildings in the town and after investing money you earn on your adventures you can get income out of the city.

 

Please if you have some ideas to inprove the idea react them under this post.

I think it needs work and possibly a new location somewhere outside nearby.    Possibly, a merchant post that ties into how will they get supplies way up there to skyhold.  I always liked the angle of tunnels to ruins under the keep that lead to some hidden and defensible alternative entrance where a winch system is constructed to lift goods, possibly run on water or steam vents.

Skyhold is on a mountain though so despite it's (bizarrely) warm interior. No-one is living around there
