In the Frostback Basin - Western Riverbank - Ridgeline Camp, there is a [READ] icon that cannot be interacted with because when you mouse over it to click and read it... it switches to the 'Inspect Requisitions' table.

I FINALLY found an angle I could get at it from. The solution is in the imgur link at the bottom. Sufficient work around until fixed.
I only know one that some how got that quest and ran into a glitch thereafter -could not duplicate the bug because I could not pick it up.
I couldn't find any angles at first ... but I finally found an angle I could get at it from... I just added the screenshot to the imgur album.

My game is in such a sorry state the clumsy fool of a character can barely walk. No doubt it is possible, but I tried circling and jumping -everything -it may be some texture or activation displacement or a boundary issue -plenty of those! In fact it probably is a boundary issue inducing the error, similar to loot that is caught between boundaries.
yeh... it's within pixels... the boundary is so close.
I think the computational rendering is fantastic, but they had to see these problems in the testing phase. Did they not understand the impact of these additional boundaries? Well many are subtle, games like this need QA drones to scour the zones for errors before people play.
