I played the game at release so I figured it was a bug that the avvar Sky Watcher never showed up at Skyhold like other agents did. Has that been corrected?
I ask b/c the Jaws of Hakkon features an avvar storyline, and it seems like it would be an interesting if Sky Watcher had some small bearing on it if you recruited him as an agent, even if it's just a conversation to gain information. If that's deemed too expensive, then perhaps there's a way to work out his insights in the form of codex entries or additional information that you get during the course of that DLC.
