I have seen this many times in MP but never understood why it sometimes happens. I was wondering about why sometimes enemies are highlighted. I was just in a match and every enemy a Quarian engineer seemed to be focusing on was highlighted in red, and could be seen through cover and walls etc, the enemy also had a circle around it and two curved bars outside this to the left and right which seemed to indicate the health and armour of the enemy. Also many enemies just seemed to be highlighted in red which I could not normally see, as if I had the geth scanner (which I haven't picked up yet), I have noticed that some of the mines give this effect and they seem to be passed on to all characters, even those lacking this ability. Is this was I am seeing?

Reckon mine and a version of Tactical Scan will reveal all enemy around and will highlight one specific target.

Area Scan version of Tactical Scan would be specifically what you're seeing.
The enemy with the bars on it takes increased damage while scanned. It is in effect a debuff. The bars show how much of a defense the enemy has IE armor, health, shields. The Quarian can also determine the scanned enemy's distance as well on their omnitool.
Area Scan only highlights the enemies in the proximity to the Tac Scanned enemy for a short while giving the player and other teammates a peak behind the curtain so to speak.
Tactical Scan will instantly kill swarmers, geth turrets and drones IF you Tactical Scan them. Area effect will not kill others not scanned but in proximity.
The headshot part of Tactical Scan is bugged.
I think that covers most of it.

I could be wrong, I remember reading somewhere that it works for mooks but it does not nothing vs. bosses.

Quarian "technology" at its finest... or is it worst? Can never tell, the line is always blurry.
Expect nothing less from a device assembled from random scraps of space garbage. Do not believe self-affirmations made by Quarians that it is "worth more than the sum of its parts". It's actually worth LESS than its parts because now those trash parts have to be redisassembled before thrown back into their respective heaps.
Needless complications. Needless garbage. Recommend Proximity Mines instead. Do damage, set off explosions, inflict damage taken debuff, reveal cloaked Geth Hunters, kill all nearby Swarmers, don't have to smack it half a dozen times offhost. Solid. Reliable.
