I have found the game easier. Yes the enemies might be more responsive at 60fps, but I can also respond a lot faster and my aim is far better with the mouse.

I think lag is a far greater factor than fps. Sure, if you compare PS3/XBox videos with PC gameplay, then our enemies react quicker, aim better and switch between offense and defense faster. But we can mostly compensate that with our increased reaction speed and better aim.
The game only becomes harder once lag negates our higher response time, giving the enemies all the advantages.

Scavengers are more or less honest, thieves are not. Using what others have thrown away is a sign of efficiency. Outright stealing is a criminal act.

It feels a lot easier to me because I've always been primarily a computer gamer. I only bought an Xbox because my brother wanted me to play with him, but then he gets mad whenever I beat him so he stopped playing with me. Also I suck at headshots with thumbsticks. If it were possible for me to record 360 footage you'd see me turning and aiming in chunky spurts rather than fluid single movements.

I tryed it the other way around and lowered the fps to 30 for one of those solo challenges - it felt a bit easier.
