Nevermind those crappy kits, you have literally every quarian but QFE at 10 hours in. My newest account has 42 hours and I'm still waiting on my 2nd so I don't have to play QFI every single game (not that I mind that at all).

I actually don't think it's a bad implementation, when the game is new. It enforces diversity; if everyone could buy Cerberus Harriers, Black Widows, N7 Hurricanes, Geth Juggernauts, and Krogan Warlords specifically, then that would be all you'd see because people would all prioritize these over everything else. Making loot random ensures that the ingame environment remains diversified, and interesting, as it develops.
The development stage, at this point in time, is well over. Anyone still playing now does so for love of the game, not for chasing unlockables.
I will also add that DA:I's implementation is flat-out wrong. At least in ME3 you were guaranteed a given Rarity drop per pack; in DA:I it's quite possible, and even likely, to buy a pack full of nothing but commons.
