Seems incredibly unlikely.
The design philosophy is for parity across platforms - you can't do it on consoles.
It wasn't included in Mass Effect multiplayer.
A long running thread on the subject got zero input and died.
What's wrong with mics if you want to talk?
Anyway, how can you fight demons if you are typing in a chat at the same time?

in game mics never work well, and you stop and type , i mean if u just run all the time with 3 random people , what makes them different then playing with 3 bots? i dont mind voice apps like teamspeak but not so easy finding people that way and its also sort of obligation and sometimes u just wanna chill out with randoms.
The best solution is playing with your friends but if no1 is playing the game its a problem.

ok. I only play with randoms and I find the mics work perfectly, but your mileage may vary.
To your original question, I think all the signs point to it not happening.

No pushing, all talk. It's horrifying to think that people hear me talking to myself while gaming. So far I'm forced to disable the mic completely in Windows

I would love an easier text chat in game. Text chat is integral to Diablo 3 so it is hardly a marginal request. However, origin has a clunky version (can only chat with people on friends list I think) so I doubt they will implement it specifically for DAMP.

I find it more annoying than having people unmuted all the time.
I just tap the side of my headset to mute/unmute so no need to go into setting etc.

Push to talk is the time honoured method of internet communications on the PC.

I appreciate the push-to-talk function, though like you, I can flip a switch to turn my feed off, since I'm using a controller to play. I'd rather have push-to-talk than to listen to someone breathe like they've run a marathon, hear their children/parent/significant other/pet scream in the background, or worst of all: music blaring into the mic. I get it, [insert artist] is good, but I don't wanna hear your immersion-breaking noise in my ears! (not talking directly to you, but in general).

I really wish text chat was a thing. I don't always want to speak to people and, as late as I play, I can't use a mic most of the time anyway. DA:I also unmutes my mic randomly, so I have to disable it through windows until I really need it. And yeah, push to talk is laughable.
But there are some things it'd be nice to say/ask. Sometimes it's quicker to type than enable a mic and ask (which assumes they can even hear you).
1. Voice chat is not for everyone.
2. Sound levels and static can be inconsistent.
3. D-bags can use mics too. Mute = ignore text communication. Simple.
4. Never seen a dev even touch on this topic. At least tell us why we're never receiving text chat.

We really need Push to Talk fixed on the PC though, they did attempt a fix back in 1.01 or 1.02, but it is not a stable fix as you describe.

I cant name even one game that had a good built in voice chat for pc and i played so many of them... those bloody consoles... the gaming quality keeps on droping kinda sad...

Battlefield 3 and 4 has very good built in VoIP (Also from EA). I was very surprised at the quality.
However, it's a 3rd party client that is installed as part of the browser addon, so costs extra ![]()

That sounds more like an excuse than a reason. Parity shouldn't be an issue since PC already has controls that consoles don't. Besides, consoles can use keyboards and have accessories made solely for typing (in addition to those awkward software keyboards). A more suitable reason would be that the controls were implemented in too limited a way to allow this (you already can't switch from mouse/kb to controller without losing access to several keyboard-only functions), or that the information feed given by the game is practically non-existent (player x killed/killed by enemy x, etc.).
That said, there is an information feed for things like the key being dropped, and trying to open the door before it drops. So it's possible. It should even be viable. I'd like some dev feedback on this topic, at any rate.

Usually, on PC, you VERY seldomly have people using their mics. Chat gets used very often when present, though.
Why: Premade groups can and will use out of game means of communication, because it is possible over consoles - Team Speak, MUmble, Ventrillo, Skype, etc. Usually the location of the push to talk key is universal, so they have to disable the ingame voice, for the feed not to be bradcast ingame AND outside of the game. Giving up a conveniently located key just for the random one stranger talking ingame every 500th game is simply not worth it.
Just my 2 cents as to why console "standard" doesn`t necessarily translate into PC standard. Also, with VERY FEW exceptions, ingame voice comms are simply crap, so you more or less HAVE to use 3rd party software (sound quality).

Every single lavalier mic I've ever owned has had a mute switch, so I'm not sure about your concerns about it being voice-activated. Just mute the damn thing if you don't want your background conversations transmitted.

In software everything is possible.
It may not be financially viable though, which kills more features than might seem the case. Plus, adding such a feature at this point of the products lifecycle is a heafty design change request - something I don't see them spending the money on.

I forgot to mute once and was freaking out at my wee lad who was pumping the flush mechanism on the toilet so hard I thought the plumbing was going to explode. At the end of my tether I yell "Stop! Stop! Stop? What ARE you doing?!!!" he responds that he can't get it to flush and I say loudly but not yelling anymore "the tank needs to refill, it won't flush until the tank is full again." Another player chimes in with "dude, mute your mic."
I was pretty mortified. Too mortified to even apologize. I muted and slunk away when the match was done.

Meh.... Text chat is not needed.
Majority wont use it and it'd be servicing only small PC minority and not the console mass.
Also there are mute buttons and toggle mute on players which you only need to do once.

Or, wait, maybe, just maybe, there IS a reasons there are text chats in absolutely every other multiplayer game on PC? Maybe, and I'm reaching here, I know, maybe I can't be arsed to listen to some random 14 year old russian kid babbling on about something I have no idea about (in Russian), while I'm being shouted at by some french dude (in French). Also, I simply have no headset or mic on my gaming rig. Unthinkable, I know.

There have been a few threads requesting text chat since the launch of DAMP and there's been no update on this front. Its pretty disappointing to have no ability whatsoever to communicate with my fellow players (I don't have a mic and prefer not to use one) F1, F2, F3, and F4 are woefully inadequate as is. Half the time I have to mute other players using their mics because it picks up everything in the background constantly (clothes rustling, televisions etc). I would love to have the ability to just text-chat in game.
