I've wondered about this. Do decoys have damage reduction, or are enemies as you said just terrible aim at it? They seem to last a lot longer than they should at Rank 3 with the amount of shields they get.
Can confirm it's terrible aiming. AFAIK the ravager sacks, geth rocket troopers, bombers, banshee warp balls (If your using it to block banshee warps heading in your direction) and I think scion grenades (Don't quote me on that), are really the only things capable of depleting the shields of your decoy.

I think mgamerz said the ur characters are actually just rares.
They are less then rare. Store keeps giving me UR Volus Adept and Volus Engineer. No sign of my fave, the Volus Merc, yet. 
I recall this being the case on my first manifest too. UR character card max out first, if I'm recalling it correctly.

Well, finally maxed the blasted Volus Adept. First Rare/UR kit to get maxed my leaps and bounds. Proving how UR he really is. Maybe now the store will drop the only Volus that I don't have? ... I think not.
