What's the number of them you are supposed to have done in order to have them be noticed in the Keep? I wasn't really going for any particular theme (mercy/recruitment/execution) with mine, just on a case by case basis.

Also I'm not even sure what counts as "merciful" and what counts as "stern."
Denam was given to the templars and both Adamant Fortress judgments ended in death.
But the Avvar and Mistress Puline were spared.
And the Crestwood mayor was imprisoned.
The Keep unlocked the merciful tile, but I honestly can't tell if that's a bug or what was supposed to happen.
