My Inquisitor got along pretty well with most everybody, so I think everyone should count as a friend in the Keep. But is there a way to tell for sure from their reaction to you?
There's a bug so I can't directly copy my playthrough states into the Tapestry properly anymore.
I think I'm friends with Sera, but we had something of a tumultuous relationship over the course of the game, so I'm not entirely sure.
If you do their personal quests, the Keep assumes you are their friend.
In the game you are supposed to be able to tell by the way they talk to you once you approach them. Like Solas calling you 'My friend' etc
In Sera's case, I got enough approval to do pranks quest, but told her no. She still acts friendlier than when we first met though.
