In the most liberal interpretation of the language, it could mean that individuals that hold a different opinion on the issue of copyright could find all of their websites subject to censorship. The EFF theorizes that "conscientious objectors" to copyright, including the likes of Leo Tolstoy and Woody Guthrie, would all belong to the same group that the bill would target.
On a less theoretical level, it could also mean that sites which offer instructions and discussions on circumvention and ripping could also be blocked, something that does not occur in any other region. This would amount to the banning of a certain type of speech online, allowing major rightsholders, like Hollywood studios, to determine what kind of copyright related speech would be allowed.
****** hell, I can't believe the internet is coming to this, it's like what 1984 was predicting. Hollywood WILL get their way too, they add 508 billion to the GDP, they can afford the most overpriced teams of laywers for as long as it takes to pass these thought crime and VPN regulating laws. They can't make us do this yet, but they've been trying this **** since SOPA and they're still trying and they'll keep on lobbying for it just because they can. Even if the worst doesn't come to pass, it's quite worrying to think that governments have the power to do this. The German people went through two or three consecutive generations of horrible dictators through the nazis and then the stazi and from the news I've been reading it's these guys who are most concerned over the growing powers the internet has on society as a whole. They'd know better than most how all of this can enable some dicktotorship to go kicking down our doors.
