Is there a way to support Briala without letting Celene get killed?  I want to put Briala in charge but it seems dumb to just let Florianne kill her when I have the proof to take down all three anyway...

I don't think so. If Celene lives, doesn't she stay as Empress anyway?

Do you mean beside pairing them up? My impression of that ending was more than just their hooking up again.

Yes, there is, you reconcile Briala and Celene. You need to find the locket Briala gave Celene for her coronation (behind the Halla door in the Grand Apartments, irrc) and also free the guy Celene tied to her bed. You need to bring the locket back to Briala and Celene's handmaids before your confrontation with Florianne. Celene stays as Empress, with Briala at her side (much like Gaspard and Briala, but bound by love rather than blackmail)

To have Briala in the most power possible you have to kill Celene. Reconciling Celene and Briala keeps Celene on the throne and doesn't imply Briala being in charge.

But briala is publicly given power while she has to be a ruler in the shadows if she rules. Also, briala ruling runs the risk of her vein overthrown which never seems to occur if the two are reconciled.

Publicly shown to have power is different than actually having power.

I think you misunderstand. She's given a title by Gaspard (which means she could be overthrown eventually) but she'll have the empress's ear if they're reconciled, influence the Empire from the shadows, and thus have less chance to be overthrown, unless Celene is overthrown

If you reconcile Briala with Celene, you will get elves to very slowly improve their situation - like Celene did admitting elves in the university. It is imo the safer path in the long run. The other option, having Briala rule in the shadows with Gaspard, makes quick changes but those are unlikely to stick - once she or Gaspard is deposed, the new ruler is very likely to go back on those reforms.

The epilogue however expresses doubt about whether Celene and Briala's rekindled relationship will continue for long: if Briala thinks she's being hard done by, they could be at each others' throats yet again, and considering the fact that Celene

Spoiler
this seems rather likely to me. Meanwhile, the Gaspard/Briala ending (with decent court approval) suggests that Briala continues to be propped up by the Inquisition which keeps the nobles in line for the time being (though war seems inevitable if the Inquisitor's court approval is at rock bottom).

Well, even with the Inquisitor, that will (best case) only last as long as the Inquisitor is alive. Seeing what happens in JoH, I wouldn't really bet on the Inquisition necessarily being so pro-elf with a successor Inquisitor.

The new Inquisition is vastly different to the old one however. The old Inquisition was founded to purge heretics and spread the Chant of Light by the sword. The new Inquisition was founded by a moderate Divine and ruled by moderates hand picked by the Divine's moderate right and left hand. Even the Inquisitor is pretty much forced to be a moderate regardless of which personality you opt for. Not to mention the fact that all three Divine candidates are reformers tweaking an old system rather than zealots imposing a new order.
