Given the options that we have for armor and weapons, can it be extended to belts, necks and rings too? In game loot for accessories is limited.

In order to craft something you need a schematic and I don't think there are any for those items.

Doubt it will happen, but it would be cool. Wish those items were actually visible on the character models, too.
