It's out now.
Unless you are on PS3 or PS4, in which case it's out tomorrow at 9AM as Zehealingman writes. (Blame Sony, not Bioware)

No, then it's out now.
Go download it. Simply right click on the game in Origin, and select properties. It'll show you the DLC which you can then "buy" for free. Once "Purchased" It'll download and you'll be good to go.
