For those confused, I also couldn't find it on PS4 but finally saw it. I was waiting this whole time wondering where the new map and dragons were. It was probably up for hours already and I didn't even know.
You need to click on the DAI icon on the main menu, go to Related Items, and then scroll to "View More"
Then it will show lots of additional things you can download. You will see the Dragonslayer DLC for free. There is also a free Black Emporium DLC to download if you want.
