I'm getting frustrated. I keep using conversation branches that indicate I don't believe or aren't sure if I'm the Herald. Yet when I get to the speech at Skyhold I get the defender of the faith and NONE of the non believer options. Anyone help with this?

Evelyn, I never get the order not faith option. I get: mage example, vengence, faith, my own power and stop cory. At least with my human mage. Sigh.

Mlady, I took the "I'm not the chosen one" option and was pretty consistent after.
I know there are two faith options. One for believers only "I'll be a servant of faith" and a standard one you get no matter what when talking to Cassandra before accepting "My faith is renewed" but a non-believer should get the choice of "I fight for order, not faith" or "I'll do it because it's right" so if you aren't seeing those, it's either a glitch or some choice you made altered it unknowingly.

I'm thinking glitch because several playthroughs with human mages and every one gets the same four options even if I push the non-believer.

I think you're right. I played a Female Dalish Elf Mage who was against faith at the start and still got that option too. I thought my "I don't know" replies triggered it, since I was questioning myself as the story progressed, and not outright stating "no" to being chosen.

I'm wondering if it's a mage thing considering I played a Dalish Rogue and managed to get the Do the Right Thing line. At first I thought it was just that mages didn't get those options, but now...

I'm playing a Warrior on my new run I just started. I'll see if it makes a difference. I never make my Dalish Elf a believer until after the Fade for RP reasons.

Stating that you're doing this for your own power, that you'll lead them to vengeance, and that you're doing it "for order, not faith" are mutually exclusive to their counterparts and deny faith in the maker. I want to say your best bet is to flat out deny from the get go unless there's a lack of alternative options. As far as I understand, this is what leads to the denial of faith. I haven't personally run into this problem yet - hopefully someone here knows definitively what needs to be done if I'm incorrect.
Well from what I've gotten it seems like it's kind of race specific and I do agree there are certain options you would need to go with to say your a non believer. Likfe early on when first meeting mother Gisselle it seems like for any race it would be best to play the "the chantry never helps anyone", "The chantry should remain gone", and the "the chantry doesn't treat mages as equals" angle. For race specific it seems you usually get a option in the upper left like "I believe in elven gods". I still cannot remember how I got the firm believer one. I think it kind of factors early on where you do what Cassandra says and you feel bad for the people who died but believe that the maker will still do good things regardless.

Well traditionally i usually go with the race specific for my elves but my current male elf I am trying to make him seem like a believer. I haven't hit the fade warden part yet but I have been playing him as a firm believer. I was hoping him to be a firm believer but he's at least a believer.
