What exactly was done to accomplish this?

Can a Bioware employee please elaborate on this?

What platform is this in regards to, and what exactly was stabilized?

I think stability refers to the game running without crashing or shutting your computer down in the middle of playing.

Stability means several things first of which is the game is stable and does not have spurious crashes, however a second part with this new computational rendering and active barrier management came instabilities caused by interaction between boundaries, some of which become wildly unstable and crashed the game.  Actions taken on these vary wildly, but an example is altering the 3d perception of an object in water and make it more pronounced.  Early on, loot on the floor of dungeons could become stuck between barriers and changing to a 2D model cured many instances, but this was early understanding of the issues.
