Currently I have a script that rolls a d2 and either changes the NPC to a male appearance with a male name, or female vice versa.

Is there a function to change the soundset of NPCs?

I may be wrong, but I don't think there is a function for this.

What you can do is make two blueprints in the creature palette, one male, the other female, then use CreateObject in game to spawn the chosen NPC at a waypoint.

If multiplayer, and you have nwnx, you can do this. Otherwise, what Proleric said.

.... or just leave the soundset field blank on the NPCs.

Well, my question was referring to wanting a soundset. So their answer is fine.

BUT funnily enough I think it would be best to clear the soundset.
