I have never applied a mod like this to a game before so please no flaming..
I have the files for Anna and Elsa to replace the player characters in GTA IV ..
But how do you install them?
This is what the readme file says that came with the mod files
installation
use openiv / sparkiv and open the componentpeds.img
import/replace the model
play as ig_ilyena in game
They obviously look like command line options but how are they invoked and do you just copy the mod files into the game folder?

Obviously you need either openiv of sparkiv first. (They are not commandline tools, and you can't just copy anything into that game)
I haven't touched GTA4 in 3 years or so, so I can't remember the actual process, but there should be a lot of tutorials out there.
Basically, you use one of the aforementioned programs to open ( or extract?) the 'componentpeds.img' archive located under <intallDir>\pc\models\cdimages and insert the mod files -replacing the original player model. You should make a backup of the entire .img or the individual nico files beforehand, though.
I'm guessing that ig_ilyena is the name of the files you'd have to replace.

Correct... They were the files in the .zip file I downloaded.

You've got a weird taste in mods and movies both.
Anyway, I've done a lot of IV modding and it's more complicated than you might think, and pretty hard to explain. You'll need OpenIV/SparkIV tools to replace the models in-game. There are tutorials on how to use them, and honestly it's been too long since I've done IV model-modding. I don't remember how to use them that well.

I only play to free roam and blow stuff up and cause chaos. lol
I wish there was a game just like GTA with a huge city, no rules or missions and you just ran around doing random sh*t and you could visit shops and buy supplies and food and live like inside a virtual city but with no rules. It'd be fun. Oh and no pesky cops

Your first problem was trying to install mods successfully into GTA IV, it's impossible to keep it stable.
Your second problem is a Frozen mod. Pls stop hurting my mind.
