I use the Hurricane sparingly. If the GPSMG needs a kit (eg: MM) that alters RoF to make it shine then it is crappy or you just like going hipster. There's some weapons that have a novelty value and this one fits squarely in that category.
If the gun didn't have a ramp up time it would be great as a sidearm for power kits, a bit like any other SMG. As it is, to get the best out of it you have to fire the whole clip without a pause if possible.
As it is, I don't mind using it on the Tsol or infiltrators, who's powers compliment the ramp up mechanic. But on, say, a vanilla adept where I want to be throwing out powers frequently I'd sooner take a shuriken.
