Seeing as how Bioware is content with ME3 its never going to happen.
They don't owe an apology to anyone. They made the EC for free. They spent time and money for this and they gave it to us for free.
If some people still aren't happy about the ending, it's not Bioware's fault. At this point, it's about personal tastes. It's perfectly ok to not like the ending, but saying that it's a "transgression", an insult the the players, etc is absolutly not.
The EC amounted to a tiny bandaid put on a gushing laceration. I'm not going to thank them for putting in the minimal amount of effort possible that they could get away with.

I want a behind the scenes blu-ray like the DVDs ME1 and 2 got in their CE's. I was really disappointed ME3's CE didn't include one.
Of course the standard Steelbook, artbook, comic [assuming they have another ME comic around the time the next game comes out], and a soundtrack.
If there's a super-special $150 edition CE, I want it to include a full sized replica of the main character's helmet as the case everything comes in instead of a cardboard sleeve.
If anything, ME4 being great should be enough of an apology note. A note saying sorry is unnecessary.
