I still say it may be the Destroyer with Spitfire and all rockets launched at the start of a match so that he can't switch to rockets for a speed boost. Only by shooting all rockets & without Adren Mods would this build be truely bad. Because otherwise the Spitfire works best on Destroyer, Jug, Krogans, Batarians, Jetpack Turians and Volus kits since they have highest Combat Walk mobility with this weapon while it's firing & and ramped up.
So if you can't get him to agree on firing off all his rockets at the start of the match, pick any other kit I didn't just list if going the Spitfire route. As these are the only kits I ever slap a Spitfire on, otherwise it's totally unbearable to play this weapon.

On topic, the problem with Nat's build is that he can always avoid turning DM on... Which means he's as slow as any other kit in the game using a spitfire. I think Drell with one point in passives with spitfire winds this.
Which shouldn't come as a surprise. Drell always win

So what is the least damaging power in the game, with 1 point in it? Maybe one of the pets? Or Sabotage?
Decoy but it is useful with one point. Pull but it can ragdoll unprotected enemies so it's useful. Sentry turret is pretty meh with only a single point.
