Well we clearly have a different definition of what we consider to be a person.

No brain activity, no heartbeat, no breath. At least as regarding to humans in our world, are the commonly agreed upon definition of death. Tranquil has all three, and can therefore not be regarded as dead.

And even if so it still suggests that they lack will, certainly lack enough of it to stop abuse.
You do realize that there are plenty of people who don't stop abuse with emotions? Couple that with the Tranquil knowing if they report said abuse there will most likely be consequences against them more than the offender makes it pretty obvious why they don't report any of it.
