Let's go down the list, shall we?
Surana: Don't know anything about her, so she's out.
Aeducan: Didn't say anything about her other than she's dead. Dwrf noble origin says Daddy Aeducan was a strong warrior, and Aeducan Jr. is a strong warrior like his/her father, but no one mentions mommy. Like Surana, she's out by default.
Mahariel: Mama's husband died shortly before baby was born, gave birth to baby, then just walked into the forest to die because she living without her many woulda been just so hard. Weak, useless, spineless, and a shitty mother. She's out.
Amell: We don't know anything about her except what Leandra said in DA2. She just kept popping out mage baby after mage baby, which all got taken to the Circle. Since all she did was make babies and didn't protect any of them from going to the Circle, and she's related to Leandra (the most weak, stupid, useless, spineless, simpering ****** in the Dragon Age universe), she can't be that badass. At least she didn't kill herself because her hubby died (Can't say the same for Elinor or Mahariel), so she's only slightly higher than Mahariel's mommy.
Kala: Her husband went to the surface, but she didn't go with because she was too scared. Once her hubby left, she does what every mother does in DA and fell apart. Started drinking to get over how much she missed her hubby and is too weak and cowardly to go looking for him, and started abusing her babies to feel better. Weak, spineless, useless. But hey, at least she had the balls to beat her children, and mouths off to people who can beat her. That's not much, but it's still more than anyone else on this list.
Elinor: That's right, she's not at the top of this list. Why? Because she only became a fighter thanks to the best training daddy's money could buy, then became a raider off daddy's ship and crew. If she had to learn to fight for herself, or go get her own d@mn ship, or earn the loyalty of complete strangers like Isabela, how strong would she had really been? I'll bet she couldn't have lasted two minutes.
Plus, once some big handsome man looked at her, she blushed like a schoolgirl and became more dainty and delicate just to impress him, then gave up fighting to hang off his dick for the rest of her life. She then became a weak, simpering, dependent little housewifey-poo for the rest of her life, and decided to die with her husband because it's easier than growing a spine and standing without him. Weak, simpering, spineless, and dependent on the men in her life--first daddy when she was unmarried, then her hubby after she became married. And encouraged her daughter to do the same ("t'was the gentler arts that helped land me a husband"), so she's useless.
Adaia: That's right, Adaia is truly the most badass mama of DAO. She became a warrior or thief despite the law saying that elves can't do this (she didn't just get the best training daddy's money could buy), kept at least one weapon even though it's illegal for elves to own weapons (Fang!), and became a strong enough fighter even before she got married that Duncan wanted to make her a Grey Freaking Warden! But she gave it up to be a wife and mother, like Elinor. UNLIKE ELINOR though, she didn't stop fighting just because she got married. She kept fighting even after she married Cyrion, and she taught her daughter (or son!) how to be a badass warrior/rogue like her. (Unlike Elinor, who gave it all up because "it was the softer arts that landed me a husband," then tries to teach her daughter that she should do the same).
She loved her husband and family, but she didn't give up who she was before just to be a simpering housewife and mother. She became a strong fighter in the first place through her own hard work (not daddy's money), and didn't stop being a fighter just because she got married, and even taught her baby how to fight!
