One might think that he'd never actually reach that point, as his leadership ability is... well, I'd say it's in a tad bit of doubt. They might just keep him around as the Herald.
At least Leliana might intervene on Oghren's behalf sooner, as she'd probably know that he'd have no reason to kill the Divine or blow up the Conclave.

I feel like a part of that felt like a consequence of the change of voice actress. I love Laura Baily, but to me the character she ended up doing in Inquisition felt like someone acting out an impression of DAO Dagna rather than seeing her again.
